Location: Thomaston Housing Authority, Thomaston, GA
Reports To: Executive Director or Resident Services Manager
Employment Type: Full-Time, Grant-Funded

Position Summary
The ROSS Service Coordinator is responsible for implementing and managing the HUD-funded Resident Opportunity and Self-Sufficiency (ROSS) program. This role supports public housing residents in achieving economic independence and self-sufficiency by connecting them with community resources, supportive services, and educational and employment opportunities.
Key Responsibilities

  • Develop and implement individualized case management plans for residents.
  • Conduct intake assessments to identify residents’ needs in areas such as employment, education, health, and financial literacy.
  • Coordinate with local service providers to deliver supportive services including job training, childcare, transportation, and wellness programs.
  • Organize and facilitate workshops, training sessions, and community events aligned with the ROSS program’s five pillars:
    • Economic Empowerment
    • Educational Advancement
    • Health and Wellness
    • Aging in Place
    • Character and Youth Leadership Development
  • Maintain accurate and confidential case files and data in compliance with HUD reporting requirements.
  • Serve as a liaison between residents, the Thomaston Housing Authority, and external agencies.
  • Monitor and evaluate program outcomes and prepare reports for HUD and internal stakeholders.
  • Promote resident engagement and participation in self-sufficiency initiatives.
Qualifications
  • Bachelor’s degree in Social Work, Human Services, Sociology, or a related field (or equivalent combination of education and experience).
  • Minimum of 2–3 years of experience in case management, social services, or public housing programs.
  • Knowledge of HUD programs, especially ROSS, is strongly preferred.
  • Strong interpersonal, organizational, and communication skills.
  • Ability to work independently and collaboratively with diverse populations.
  • Proficiency in Microsoft Office and case management software.
  • Valid driver’s license and reliable transportation.
Working Conditions
  • Office-based with frequent travel to housing sites and community partner locations.
  • Occasional evening or weekend hours for resident events or meetings.
  • Must pass a background check and drug screening.
